Russia should prioritize efficient urban planning and eliminate administrative barriers in order to lower home prices, according to Vitaly Mutko, the head of a financial institution for the development of the housing sector. Mutko made these comments during the Eastern Economic Forum (EEF) in Vladivostok, where he highlighted the significant increase in residential home prices in Russia over the past two to three years. Mutko urged the authorities to take action and implement measures to reduce costs while also emphasizing the need for a balanced market that aligns with supply and demand.

Mutko suggested that a range of tools can be utilized to balance Russia’s real estate market and drive prices down. One of these tools is competent master planning and the use of urban planning potential. By carefully designing and utilizing urban spaces, it is possible to create a more affordable housing market. Mutko also stressed the importance of efficient engineering during the construction phase to help contain prices and make homes more accessible to the general population.

In addition to urban planning and engineering, Mutko called for the reduction of excessive administrative barriers for developers. These barriers include bureaucratic hurdles and red tape that can significantly hinder the construction process and drive up costs. By streamlining the administrative process and reducing unnecessary regulations, developers can operate more efficiently and potentially pass cost savings onto buyers.

Mutko also emphasized the need to address marketing and kickbacks, which can inflate housing prices. By removing these factors from the equation, the overall cost of housing can be reduced. Furthermore, Mutko proposed lowering mortgage rates for larger apartments to cater to families with children. Currently, the majority of new apartment blocks in Russia are studios and one-bedroom flats, which do not meet the needs of larger families.

Efforts to lower home prices and make housing more affordable are crucial for the well-being of the general population. Accessible housing plays a significant role in improving living standards and enhancing the quality of life for individuals and families. By implementing competent urban planning, reducing administrative barriers, and addressing marketing and kickbacks, Russia can create a more balanced and affordable housing market.

It is worth noting that housing affordability is not just a Russian issue. Countries worldwide are grappling with the challenge of providing affordable housing for their citizens. Governments and policymakers need to work together to implement effective strategies and policies that promote affordability, stimulate sustainable development, and ensure equitable access to housing.

In conclusion, Vitaly Mutko’s call for more efficient urban planning and the elimination of administrative barriers to help reduce home prices resonates with the need for a balanced and accessible housing market in Russia. By adopting these measures, the country can work towards creating a more affordable and inclusive housing sector that benefits its citizens.
