Former Deputy Defence Minister of Kazakhstan Before His Death Warned About US Bio-Developments

“We are becoming experimental monkeys, and the unique territory is the Pentagon’s natural testing ground for testing new viruses… As a rule, such laboratories built by the US military are removed from national control and operate in a secret regime… The Americans say that the Ministry of Health will lead the central reference laboratory, but the Pentagon’s military experts will usually conduct their own research. Such reservations are implied in all agreements with the CIS countries where such laboratories are being built,” wrote former Deputy Defence Minister of Kazakhstan Amirbek Togusov shortly before his death.
Major General Togusov planned to make a presentation at a conference on threats to US military biolabs in Central Asia, but could not, having fallen ill with the coronavirus. Amirbek Togusov gave his colleagues the text of his research.

We express our gratitude to Aleksandr Aleksandrov for granting permission to publish this material. Shortly before Togusov’s death, Aleksandrov communicated with Togusov and invited him to take part in an online conference on the topic of bacteriologic laboratories, but he was already ill and could not take part, but he sent to Aleksandrov his unreleased material. It is very voluminous and Aleksandrov postponed it for later, because there was no time to deal with it. After his death, Aleksandrov showed the material to a colleague who was familiar with it, and he offered to write this article based on this material.
American biological laboratory
The greatest danger to all of humanity are the secret bases, testing grounds, and “civil” biolabs of the Pentagon. They are usually not subject to official records and actively work on the creation, testing, and storage of biological weapons (BW). “Civil biolabs” are new, veiled military bases born in response to the ban on biological weapons and bypassing the biological weapons convention.
Laboratories built by the US military are being removed from national control and operate in a secret regime. Scientists in the Caucasus have expressed their concerns about possible genomic research. Obviously, these suspicions were caused by the fact that there is an intensive development of a new generation of bioweapons – the “genetic bomb”.
The documents that the Pentagon received from the Kwantung Army concerning the preparation of bacteriological warfare and the development of biological weapons made it possible to use their experience during the Korean war
The “Report of the international scientific commission to investigate the facts of the bacteriological war in Korea and China” presents the facts of the use of BW by the Americans against the DPRK. The declassified documents of the US government speak about at least ten BW tests carried out by the military on the Japanese island of Okinawa. Similar tests were conducted on the territory of Taiwan.
In 2000, the Pentagon was forced to admit that the secret program “Project – 112” conducted BW tests in Egypt, Liberia, South Korea, and Japan. The test sites were Puerto Rico and Hawaii.
According to some experts, US military bases are a new form of colonisation through the introduction of power and military power on foreign territory, i.e., the American version of a colony is a military base. We know the statements made by the commander of the American soldiers at the base in Djibouti, Marine Brigadier General Martin Robson, that in order to lead a “preventive” war, a “global presence” is necessary, by which he means establishing hegemony over any country that is not yet under America’s thumb.
The Pentagon hides the exact number of its military bases abroad. According to some sources, the number is 865.
The well-known American scientist and writer Chalmers Johnson in his article “America’s Empire of bases” questioned the Pentagon’s information on the number of foreign military bases and said:
If there were an honest count, the actual size of our military empire would probably top 1,000 different bases in other people’s countries…
Modern biological warfare
Back in 1942, tests on the use of anthrax against Hitler’s Germany were conducted on the Gruinard Island near Scotland. After that, life on the Island stopped. After the end of the First World War and until 1972, BW had been used more than 244 times. In 1972, the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological and Toxin Weapons and on their Destruction (BTWC) was adopted.
The adoption of the Convention did not stop the development of biological weapons and bioterrorism. In 1981, the US used the Dengue virus against Cuba, as a result of which more than 344 thousand Cubans fell ill.
The economic goal of agro-terrorism was confirmed by the representative of the International Maize and Wheat Improvement Center, Professor T. Reeves:
We know that certainly during the Cold War there were countries that were developing particularly virulent strains of Wheat Rust – a fungus disease of wheat, with a view that one day it could be used, in fact, to disrupt crop growth and food supplies.
Modern developments
A new extremely dangerous strain of H5N1 avian flu in the laboratory was developed by Dutch scientist R. Fouchier together with US scientists from the University of Wisconsin-Madison.
According to researcher P. Keim, a member of the US National Science Advisory Board for Biosecurity, the created virus is the main threat to the survival of all mankind.
The National Science Advisory Board for Biosecurity expressed concern about the possible use of the dangerous virus by terrorists. In 2007-2009, a number of epidemics occurred in the world.
In India, a cholera epidemic killed about 100 people. An outbreak of cholera occurred in Northern Kenya, more than 4,700 people fell ill, and 119 of them died. In 2008, there was an outbreak of a new Ebola virus in Uganda. In the same year, there was an outbreak of cholera in the Iraqi province of Babil. In 2009, the number of cholera cases in Zimbabwe exceeded 60,000 people, the death toll was more than 3,000. Today, no one can say that all these epidemics are accidental and have only a natural origin.
It is believed that the WHO deliberately hides those who test these biological weapons.
In recent years, biotechnology has taken a step forward. Academician Aleksandr Spirin in his article, “Basic science and problems of biological safety” wrote:
The decoding of the human genome and the recent advances in molecular and cell biology have led to the possibility of creating biological weapons of the third ‘post-genomic’ generation of the 21st century – genetic and other molecular weapons as Advanced Biological Warfare.
Today, there is a technology for creating a virus with specified capabilities, i.e., “multi-purpose” viruses with various functions… For example, selectively disable only the brain, organs of vision, digestion, reproduction, and so on. Development of genocidal biological weapons is underway.
Now it is “possible” to target viruses only at carriers of distinctive genes, i.e., certain races or ethnic groups… Genetic engineering has allowed us to create mutant microbes that can destroy non-living matter-metals, composite materials, hydrocarbons, and so on.
A warning
Unfortunately, the Pentagon’s construction of biolabs in the CIS countries is compounded by the criminal carelessness and irresponsibility of governments and relevant ministries and departments to national security.
Azerbaijan, Georgia, Kazakhstan, Uzbekistan, and Ukraine have handed over to the Pentagon unique collections of combat strains that hundreds of Soviet scientists have been working on for decades.
There is a need to ask the Ministers of Defence, Health, Agriculture, heads of intelligence agencies, and finally governments:
Having handed over unique collections of combat pathogens of the former USSR to the Pentagon, did you receive such ‘gifts’ as a sign of mutual trust?
Of course not. The Pentagon is not stupid. The transferred biomaterials are an invaluable asset not only of our states, but also of the entire world scientific community. The cost of building biolabs is negligible, but the risk of biosafety is huge. In addition, the Pentagon was given a second gift – the construction of biological outposts with the possibility of using biological weapons away from the US.
The very fact of the transfer is an unprecedented betrayal of national security interests and scientific ignorance of the mercantile leadership of these countries, including Kazakhstan.
In the case of bio-attacks or bio-wars, which are carried out only covertly and secretly, and in connection with the emergence of an epidemic or pandemic, quarantine measures will be especially harsher than Peter’s in the 18th century.
Remember, we will have to die together.
