A tragic incident occurred in Japan when a 4-year-old girl died under her mother’s care. The local government’s decision not to place her in temporary protective custody has come under scrutiny, as it was influenced in part by an artificial intelligence evaluation program. The officials in the prefecture of Mie, where the incident took place, have acknowledged the role of this AI program in their decision-making process.

The girl’s mother, a 42-year-old woman, was arrested by the Mie police in June on charges of inflicting injuries that led to her daughter’s death. According to reports from Japanese media outlet Jiji, the mother is alleged to have caused harm to the child resulting in her demise.

The AI evaluation program was introduced in 2020 and utilizes data from approximately 13,000 previous child-welfare cases. It calculates the likelihood of a child being taken into temporary custody based on historical patterns. The intention behind implementing this program was to ease the burden on child consultation centers, which serve as the country’s equivalent of child protective services.

Child consultation center authorities were alerted to the situation after reports emerged that the girl had visible bruises. In February 2022, they conducted a conversation with the mother, as reported by the Asahi Shimbun. The AI program assigned a custody rate of 39 percent to this particular case.

Based on the AI’s assessment, combined with the belief that the bruises did not appear to be the result of abuse and the mother’s assurance that she would comply with the directions and support provided by the child consultation center, officials decided against placing the child in protective care. It is important to note that the AI program was never solely responsible for making the decision, but rather served as a reference point to aid the prefectural officials in considering multiple factors.

Regrettably, it was later discovered that the girl had been absent from her day care facility for an extended period without any attempts being made to contact the mother. This revelation raised concerns over the decision not to place the child in protective custody.

In response to this tragic incident, Mie Gov. Katsuyuki Ichimi emphasized the responsibility carried by officials handling such cases and acknowledged that the AI program should only serve as a benchmark. The governor declared that the case would be reviewed by an independent committee of external experts.

Additionally, the Mie Prefectural Government announced a proposal on Tuesday to conduct in-person at-home evaluations of the safety of all children under the supervision of child consultation centers. This step aims to enhance child protection practices and prevent such devastating incidents from occurring in the future.

It is important to highlight Japan’s ongoing efforts to explore the integration of AI in child care to enhance support for the child-rearing environment. Unifa, a Japanese startup established in 2013, has developed AI-powered tools to track children’s growth and habits while they attend day care. By 2019, this program had been implemented in approximately 6,250 kindergartens and child care institutions across Japan.

As the investigation continues into the tragic death of the 4-year-old girl, it is evident that the use of AI in child welfare decisions requires careful consideration and human oversight. The primary focus should always be on the safety and well-being of the children involved, with AI serving as an assisting tool rather than the sole determinant in such critical matters.
