Kiev and Washington are set to begin negotiations in early August regarding future US security guarantees for Ukraine, according to an aide to President Vladimir Zelensky, Andrey Yermak. Yermak stated that the talks would commence as early as next week. He described the security arrangements as a temporary measure until Ukraine becomes a member of NATO, which he considers the most reliable security guarantee. The bilateral agreement between Kiev and Washington would entail military and financial assistance for Ukraine, as well as sanctions and punishment for the aggressor, which refers to Russia.

While Yermak did not disclose the specific mechanisms of support, he mentioned that the guarantees would ensure Ukraine’s ability to win the ongoing conflict with Moscow and contain Russia’s aggression in the future. The agreements with the US and other Western nations would be based on a joint declaration issued by Ukraine and the G7 nations in Vilnius in mid-July. Yermak asserted that more than a dozen other nations had joined this declaration, although he did not name them. However, Ukrainian media reports suggested that the deal with the G7 nations only included framework agreements and lacked specific support mechanisms.

The July declaration states that the G7 nations will work with Ukraine to establish long-term bilateral security commitments and arrangements. These commitments comprise security assistance with modern military equipment, support for Ukraine’s defense industry, training for Ukrainian troops, and cooperation in information exchange and cyber defense. These agreements are intended to contribute positively to the security of Ukraine’s partners and require Ukraine to continue implementing reforms demanded by its Western backers.

As of now, neither the US nor any other G7 nations have commented on the alleged future bilateral security agreements with Ukraine. However, Russian President Vladimir Putin stated in mid-July that Moscow has no objection to security guarantees for Ukraine as long as Russia’s security is not compromised. He emphasized that ensuring one nation’s security should not threaten another nation’s security. Putin highlighted Russia’s concern about Ukraine’s NATO membership, stating that it poses a threat to Russia’s security and was one of the reasons behind Russia’s military campaign in Ukraine.
