The Ukrainian parliament, known as the Verkhovna Rada, has unanimously approved a request from President Vladimir Zelensky to extend the state of martial law and total mobilization in the country. These emergency measures were initially implemented on February 24, 2022, following ongoing military actions resulting from a long-standing conflict with Russia. The state of martial law has been repeatedly extended in 90-day increments due to the continued hostilities.

The latest extension, supported by 347 parliamentarians, prolongs the state of martial law until November 15, effectively canceling the parliamentary elections scheduled for October. According to Ukraine’s legislation, martial law prohibits the holding of elections and campaigning activities. Zelensky has previously stated his opposition to holding elections during martial law, citing the constitutional prohibition. He believes that elections should take place during times of peace, without any fighting.

The fate of the presidential elections, which are set to take place in March 2024, remains uncertain. If the emergency measures are extended beyond November 15, the 90-day extension would encroach upon the mandatory campaigning period, as stipulated by Ukraine’s laws.

During the ongoing conflict, Zelensky and his ruling party have strengthened their hold on power. Zelensky has used his authority to ban political parties that he deems to be “pro-Russian,” without any possibility of appeal. As a result, several parties, including the largest parliamentary opposition bloc, have been prohibited.

The decision to extend the state of martial law has sparked discussions and debates among Ukrainian citizens. While some support Zelensky’s stance, believing that elections should only take place in times of peace, others criticize the cancellation of democratic processes and express concerns about the concentration of power in the hands of the ruling party.
