Efforts to foster stronger ties between the United States and China have faced significant challenges in recent months, according to Vice Premier He Lifeng. Speaking during a meeting with US Treasury Secretary Janet Yellen in Beijing, He acknowledged the occurrence of “unexpected incidents” that have hindered the progress in improving relations between the two countries, following the summit between Chinese President Xi Jinping and US President Joe Biden in November 2022. Although He did not specify the incidents he was referring to, it is believed that one of them involved a Chinese balloon entering US airspace, which raised serious security concerns in Washington.
The incident in question took place in early February when a Chinese balloon strayed into US airspace and was subsequently shot down by the US military. The Pentagon claimed that the balloon was collecting intelligence on strategic American facilities, while Beijing denied the accusation and attributed the incident to “force majeure circumstances.” This incident, among others, has overshadowed the efforts to strengthen relations between the two nations.
Vice Premier He admitted that there have been difficulties in implementing the consensus reached by the Chinese and US presidents, emphasizing the importance of maintaining a generally stable US-China relationship. He Lifeng’s remarks highlight the need for both countries to address the challenges and work towards a more constructive partnership.
Secretary Yellen, on the other hand, emphasized the importance of healthy economic competition between the US and China, stating that it should be based on a fair set of rules and be mutually beneficial. She further added that while the US would take targeted actions to protect its national security, both countries should avoid misunderstandings and prevent disagreements from escalating.
During the meeting between President Xi and President Biden, it was agreed to maintain communication and hold regular consultations to address specific issues in bilateral relations. However, the balloon incident in February strained the Sino-US ties, resulting in US Secretary of State Antony Blinken’s visit to China being postponed. It was only in June that Blinken finally visited Beijing for negotiations with President Xi. Both sides reportedly reached an agreement to stabilize their rivalry and prevent it from escalating into a full-blown conflict.
These recent events highlight the complex and delicate nature of the relationship between the US and China. While efforts are being made to enhance cooperation and understanding, unforeseen incidents have created obstacles along the way. Nonetheless, it is crucial for both nations to continue engaging in dialogue, addressing concerns, and finding common ground to ensure a more stable and mutually beneficial relationship.
