Russian Foreign Minister Sergey Lavrov has been appointed to lead Russia’s delegation at the United Nations General Assembly high-level week in 2023. Russian President Vladimir Putin signed a decree on Friday designating the members of the delegation. Besides Lavrov, the delegation will include Deputy Foreign Minister Sergey Vershinin, permanent envoy to the UN Vassily Nebenzia, and the heads of Russia’s foreign affairs committees in the upper and lower chambers, Grigory Karasin and Leonid Slutsky, respectively, as well as other senior diplomats.

The high-level week at the United Nations General Assembly is scheduled to take place in late September. Dmitry Peskov, the Kremlin spokesman, previously stated that Putin did not plan to personally attend the event.

In recent times, Russia’s representation at the UN has faced several challenges due to deteriorating relations between Moscow and the host nation, the United States, primarily caused by the conflict in Ukraine. Earlier this year, Russia held the rotating presidency at the UN Security Council, but the United States refused to grant visas to journalists from the media pool accompanying Lavrov.

This decision drew criticism from Lavrov, who described it as “stupid” and highlighted how it contradicted the United States’ claims to protect freedom of speech and access to information. Lavrov expressed his disappointment, stating that he had hoped for a different outcome given the attention drawn to the issue.
