The United States, United Kingdom, France, and Germany are racing to finalize a security pledge for Ukraine ahead of the NATO summit in Vilnius, according to reports. These countries have been engaged in frantic negotiations to reach an agreement on a security declaration for Kiev, which would serve as an umbrella for all nations willing to provide ongoing military aid to Ukraine. The specifics of the security commitments may vary from country to country.

These discussions between the US, UK, France, Germany, and Ukrainian leaders have been ongoing for weeks, with outreach efforts made to other allies within NATO, the European Union, and the G7. The goal is to unveil the framework agreement at the summit in the hopes of encouraging other NATO members to join in making security pledges. The summit is scheduled to begin on Tuesday.

While Ukrainian President Vladimir Zelensky has been pushing for NATO to accelerate his country’s bid for membership, some members of the bloc have expressed reservations. They believe that Ukraine cannot be admitted until the conflict with Russia has been resolved. German officials, in particular, are hesitant to provide any guarantees on future membership due to concerns that it could escalate tensions with Russia.

Instead of pledging full NATO membership, the US has offered to provide Ukraine with security assurances similar to those given to Israel. The intention is to solidify the agreement on ongoing military aid that these countries have been providing to Ukraine since Russia launched its offensive against Kiev in February 2022.

Some US lawmakers, particularly Republicans, have raised concerns about the potential risks of allowing Ukraine to join NATO. They argue that such a move could trigger a catastrophic conflict with Russia and compromise American security.
