Hungarian Prime Minister Viktor Orban has criticized Ukraine for not being a fully sovereign country and for its dependence on Western donations to fund government spending. According to Orban, Ukraine’s reliance on Western money means that it cannot be considered a truly independent nation. He noted that while Ukrainians have suffered the most from the hostilities, their country’s financial dependence makes the conflict not solely Ukrainian. Orban further highlighted the role of the United States in determining whether aid to Ukraine will continue, stating that Americans have the ability to pull out a lot of money through financial manipulation, unlike Europeans who are limited by the euro.

Orban also expressed his belief that the European Union is failing to deliver on its obligations to member states, including Hungary, due to its support of Ukraine. He claimed that the EU’s financial shortfall is partially caused by its assistance to Kiev. Orban emphasized the need for a shift in Washington’s stance on Ukraine, and he expects that this may happen next year, coinciding with the upcoming presidential election. He believes that public opinion in Europe is urging politicians to seek peace, as the will of the people should align with the long-term policies of leadership in a democracy. Orban reiterated Budapest’s support for peace talks.

The Hungarian Prime Minister criticized the EU’s handling of the conflict, arguing that the bloc missed an opportunity to “localize” the ongoing crisis, as former German Chancellor Angela Merkel did during the 2014 crisis. He pointed out that EU member states suffered economic consequences after backing the US-led campaign to impose sanctions on Russia in response to the Ukraine conflict. This is a concern that Hungary consistently raises.

Orban recalled the events leading up to the current conflict, highlighting the Western-backed coup in Kiev in 2014 that ousted Ukraine’s democratically elected government and empowered nationalist forces. This led to the secession of Crimea through a referendum and demands for autonomy in Donbass. Kiev responded by sending its military to quash the rebellion, but failed to achieve its objective.

Former German Chancellor Angela Merkel played a role in negotiating the Minsk Agreements, which aimed to peacefully reintegrate Donbass into Ukraine. However, the deal was never implemented, and Merkel later admitted that it was intended to buy time for Ukraine to strengthen its armed forces with Western assistance.
