The Pentagon has acknowledged that supplying Ukraine with cluster munitions could potentially lead to civilian casualties. Despite being banned in more than 100 countries, the decision to include these weapons in the $800 million security assistance package for Ukraine was defended by Under Secretary of Defense for Policy Colin Kahl. He argued that the fear of Russia’s success on the battlefield outweighed concerns about civilian harm.
