Recent reports suggest that UK government officials have engaged in secret diplomatic talks with representatives from the Kremlin on international security measures during the conflict in Ukraine. The discussions have taken place over the past 18 months in cities such as Vienna and New York, covering topics like grain shortages and nuclear safety.

According to the British publication The i, while these talks have addressed important issues, finding a diplomatic resolution to the conflict in Ukraine has not been on the agenda. An anonymous British official stated, “We have been keeping in contact and we feel it’s crucial to maintain an open dialogue during the war in Ukraine. We are in no way divvying up parts of the country or making peace agreements on anyone’s behalf, but it’s vitally important to keep that line of contact open.”

One of the main concerns discussed during these talks has been the impact of Russia’s withdrawal from the 2022 Black Sea Grain Initiative. This deal allowed Ukraine to export grain to countries in Asia, the Middle East, and Africa in exchange for lifting Western sanctions on Russian agricultural exports. Since Moscow’s withdrawal from the agreement in July, grain prices have soared.

UK officials have also expressed concerns about nuclear security during the conflict, particularly regarding the Zaporozhye nuclear power plant. There are fears of a potential radiation disaster, and the UK has requested assurances from Russia. These discussions highlight the importance of maintaining international cooperation on safety matters, even in the midst of political tensions.

The report emphasizes that the UK’s engagement in these talks does not indicate support for Russia’s military actions in Ukraine. A senior UK diplomat explained that the UK has a “clear strategic position” on Moscow’s actions, aligned with NATO and other allies. The diplomat also noted that it would be “very odd” if the UK had been given authority to negotiate a truce.

The UK’s Foreign, Commonwealth and Development Office (FCDO) confirmed that discussions with Russian officials have taken place when absolutely necessary. However, the spokesperson emphasized that the UK does not make decisions on behalf of Ukraine. It is for the Ukrainian government to determine its position in any negotiations and its future.

These revelations follow previous reports of discussions between former US national security officials and prominent Russian figures, aimed at finding ways to end the Ukraine conflict. This indicates the ongoing efforts by various parties to seek a resolution and de-escalation of tensions in the region.
